Abinash Verma is a veteran policy expert and entrepreneur in India’s ethanol and sugar sector, currently serving as Promoter & Shareholder of Eastern India Biofuels Pvt Ltd. He has over three decades of experience spanning public policy, sugar and ethanol regulation, and biofuel industry development.
Brief Profile
Abinash Verma is widely recognised in India’s biofuel ecosystem as a former senior government official, industry leader, and ethanol policy expert. After serving more than two decades in the Government of India and playing a key role in shaping India’s ethanol blending policy, he moved to the private sector to promote grain-based ethanol production projects in eastern India.
Professional Background
Former Director General of Indian Sugar Mills Association, the apex body representing India’s sugar industry.


Joined the Indian Civil Services in 1989 and served the Government of India for over 20 years.


Worked with Indian Railways and IRCON International in various roles between 1989–2005.


Served as Director in the Ministry of Food & Public Distribution, handling sugar and ethanol policy as well as the Sugar Development Fund.


Played a crucial role in the introduction of India’s nationwide 5% ethanol blending programme in 2007.


Also served as Managing Director of Hindustan Vegetable Oil Corporation, a Government of India PSU.


Current Role
As promoter of Eastern India Biofuels Pvt Ltd, he is involved in developing grain-based ethanol production facilities that support India’s Ethanol Blended Petrol (EBP) programme and the country’s clean energy transition.
